CNN —An American delegation on religious freedom cut short its visit to Saudi Arabia after one of its members was asked to remove his Jewish head covering, or kippah. The delegation from the US Commission on International Freedom (USCIRF) was on an official visit to the UNESCO heritage site of Diriyah, the original home of the Saudi royal family, when Saudi officials asked its chairman Rabbi Abraham Cooper to remove his kippah, the commission said in a statement Monday. It added that the Saudi government had invited the group to tour the site and that the visit had been approved by the Saudi Ministry of Foreign Affairs. ADDIS ABABA (Reuters) - Ethiopia's parliament on Friday extended by four months a state of emergency declared in August to respond to an insurgency in the northern region of Amhara that has resulted in hundreds of deaths and drawn accusations of widespread human rights abuses. Fighting erupted in Amhara last July between federal forces and a local militia called Fano, which has accused the government of undermining the region's security. The state of emergency handed the government powers to impose curfews, restrict people's movement and ban public gatherings. The state-appointed Ethiopian Human Rights Commission (EHRC) has documented a range of alleged abuses in the Amhara conflict, most of which it has attributed to government forces. ADDIS ABABA, Ethiopia (AP) — Ethiopia’s federal government says the future of contested land in its northern Tigray region will be settled by a referendum, and hundreds of thousands of forcibly displaced people will be returned. The disputed status of western Tigray, a patch of fertile land bordering Sudan, was a key flashpoint in the two-year conflict between the Tigray People’s Liberation Front, or TPLF, and the federal government. Western Tigray belongs to Tigray under Ethiopia’s constitution. A referendum will then be held to reach “a final determination on the fate of these areas,” the statement said. Suggestions that Prime Minister Abiy Ahmed might return western Tigray and other disputed land to Tigray helped fuel the violence, which has turned into a rumbling insurgency in the countryside.

UNITED NATIONS (AP) — Russia faces a tough fight to regain a seat in the U.N.’s premiere human rights body in Tuesday’s election in the General Assembly, which voted last year to suspend Moscow after its invasion of Ukraine. The 193-member assembly will be electing 15 members to the Geneva-based Human Rights Council, with candidates put forward by the U.N.’s five regional groups. Human Rights Watch said last week that Russia and China are unfit to serve on the Human Rights Council. The New York-based watchdog said China’s rights record should also disqualify it from the Human Rights Council. The Geneva-based Human Rights Council was created in 2006 to replace a commission discredited because of some members’ poor rights records.

The U.S. State Department considers Tamaulipas, where the two cities are located, to be the most dangerous state along the U.S.-Mexico border. Kadyrov published a video of the beatdown on Telegram, writing that he was "proud" of his son's actions. "He beat him, and he did the right thing," Kadyrov wrote, per a translation by Reuters.
